until the motorists are already too close to the ice to slow down" He said persons traveling the roads should be aware of the patches of ice which could appear in low lying areas Inspector Jim Miller of the Scottsboro Police Department reported no problems connected with the storm and icy streets He said there was only one accident reported during the period and that there was no large amount of property damage and no personal injuries involved Louis Price manager of Scotts boro Electric Power Board said the weather did not cause the utility any problem Gerald Zeigler manager of North Alabama Electric Cooperative said a dead pine tree fell across a line at Pine Island in Marshall County causing some 30 consumers to be without power from approxi mately 30 to 40 minutes Jackson District Scottsboro and Jackson County were closed Monday because of a blanket of snow which fell over the weekend Scottsboro students will resume classes Tuesday as usual Dr John Balentine superintendent of schools said Monday afternoon Balentine said school buses would be running on their usual routes at the same time Assistant Jackson County Superintendent of Schools Dr Jfim Pratt said a decision as to whether county schools would be open today (Tuesday) would be made this morning is a hard thing to decide he said "We have talked to a lot of people and have checked the roads and just hard to tell what it will be like in the Pratt said Monday afternoon He said notification of the schools opening would be made on local radio stations at approximately 6 am today Scottsboro city schools and Jackson County schools closed Monday following a storm of blowing and cold which roared out of the Midwest Sunday evening turning travel into an icy hazard across the county Temperatures tumbled into has been filed in connection with the incident Bell said By JOHNNIE HALE Staff Writer County Engineer William Hill of the Jackson County Public Works Department who attended a meeting of county engineers in Montgomery Thursday and riday reported a that Wallace office is behind new tax increases for road improvements The proposals include increasing the cost of car and truck tags truck fees and an increase of up to two cents a gallon inspection fee on fuels which Hill says is needed to raise some S35 S38 million for the State Highway Department The new revenue would be used for matching funds for the share of the federal gas tax some estimated $1 billion in the next five years Hill said the new tax measures will be introduced in the next legislative session which begins today (Tuesday) The above mentioned increases and a few other minor changes will produce about $50 million added revenue annually with the bulk going toward matching funds for the state share of the federal gas Hill said $12 million of the increase would be divided amoung counties and $12 milliom among cities "Our annual share will be about $174117" said Hill Included in the legislative package will be a proposed local option for county commissions The option will allow local commissions to add up to two cents per gallon on gasoline tax The additional revenue would be earmarked for highways and bridges County Commission Chairman Sam Gant speaking of the proposed increases said he was in favor of the proposed tax changes and emphasized the fact that the Association of County Commission ers has recommended the changes He pointed out that the associa tion supports the position that if the legislature considers legislation to fund the needs of the State Highway Department that it at the same time consider legislation to fund the needs of roads and bridges Concerning the proposed local option Gant said "Although our county needs additional revenue both fortheroad department and all county departments such as the department at this time I would not recommend passing a two cent a gallon gas tax without a referendum vote 1 think the voters would have to decide on the increase" He said the increase has been mentioned for Jackson County before and that most of the surrounding counties do have local gas taxes Gant said he expected the legislature to approve some kind of a tax increase in order to match federal funds they said Gant "the state will just loss the federal money" Other legislative changes supported by the ASSC forconsider ation by the legislature and included in its report made in late January were: for legislation to amend the Constitution which would authorize counties to levy by resolution up to three mills of ad valorem tax the proceeds of which to be deposited into the road and bridge fund of respective counties Revision of fees currently authorized to be charged for certain probate and county level functions in taxes collected for the recordation of deeds and mortgages Increases in minimum compen sation lor all county commissioners and that compensation for full time chairmen elected by the citizens for that position should be the same as for
